I wouldn’t say that it is a nascent market, other than the fact that implementation has been slowed because of budgets, red tape and privacy concerns.
The technical aspects of reading license plates through optical character recognition vision systems has been available for some time, and in use in places such as border crossings and toll gates.
Should the privacy aspects ever dimish, I would think that with the ever decreasing costs of the technology, there would be a fairly decent (albeit already oversupplied) market for this equipment.
